CR-T1180 : Support to the Instituto Costarricense de Acueductos y Alcantarillados (AyA) in the implementation of the Potable Water and Sanitation Program (CR-L1024; CR-X1009) and of other Priority Initiatives

The general objective of the technical cooperation is to contribute to the strengthening of the capacity of the Instituto Costarricense de Acuaductos y Alcantarillados (AyA) in its role as executor of the Potable Water and Sanitation Program (CR-L1024; CR-X1009) and in its role as ruler of the sector. The aim of the program is to improve the environmental conditions and promote the health of the Costa Rican population. The program aims to expand and rehabilitate the potable water and sanitation systems in rural and peri-urban areas of high poverty in the country, contribute to the decontamination of the rivers of the San José Metropolitan area, and ensure the sustainability of the systems in the long term within a framework that promotes the organized participation of communities. Specifically, the TC aims to support the AyA in the structuring of bidding documents and in the quality control of the works to be developed within the framework of the program, and at the same time to support in the creation of sectorial documents and in the development of regional initiatives of high priority for the institution and of high relevance for the sector. The TC will provide technical support for the proper execution of the rural works of the program, which will begin on October 2018; and for the proper preparation of bids for urban and peri-urban works that will be worked in the first semester of 2018. It will also support the effective use of resources and the successful strengthening of the administrative bodies of the rural aqueducts, giving a thorough and recurrent follow-up of the works in progress and the social approach implemented.
