OVE’s Review of Project Completion Reports and Expanded Supervision Reports: The 2022 Validation Cycle

OVE supports the IDB Group’s learning and accountability through the validation of IDB PCRs and IDB Invest XSRs. The 2022 Cycle showed that only about half (53%) of the Sovereign-Guarantee validated operations achieved a positive overall outcome rating, while 57% did so on the Non-Sovereign-Guarantee side.

Public Private Partnerships at the IDB

PPPs have become a tool that can help reduce infrastructure gaps in the region. However, while potentially useful, infrastructure projects pose many risks: technical, construction, operating, financial, force majeure, regulatory/political, project default, environmental and social. Multilateral Development Banks (MDBs) can play an important role in supporting the development of suitable environments to attract private investment, in providing independent project preparation assistance, and in helping close financing gaps.

Seminar: Conditional Transfer Programs

The objective of this seminar was to discuss critical factors in the implementation of Conditional Transfer Programs (CCT) in Central America and learn about IDB's experience to respond to those challenges as presented in the evaluation: "Comparative Case Studies: Review of IDB Institutional Support to the Conditional Cash Transfer in Three Lower-Middle-Income Countries", published in 2015.

Evaluation of IDB Group's Work Through Financial Intermediaries

This evaluation assesses the Inter-American Development Bank Group’s (IDBG’s) direct and indirect work through almost 300 Latin America and Caribbean (LAC) financial intermediaries (FIs). This line of work is important not only to IDBG, which provided FIs with $17 billion in approvals from 2005 to 2014, but also to a majority of development finance institutions (DFIs) that view these operations as a cost-effective way to reach smaller beneficiaries. Yet most DFIs have concerns about FI operations’ development effectiveness and attribution of results.

The second section addresses a special topic of current relevance in IDB—this year, policy-based lending. Policy-based loans are a key component of IDB’s toolkit to assist LAC countries.

The Office of Evaluation and Oversight conducted a review of the Inter-American Development Bank´s (IDB) administrative spending at the request of IDB´s Board of Executive Directors. The oversight study “The Evolution of Administrative Spending in the Inter-American Development Bank,” was presented to the Board on November 1st, 2016. It was classified as “Confidential – Internal Use” by the Board, pursuant to the exception concerning the disclosure of corporate and administrative information contained in the IDB’s Access to Information Policy.

The objective of the seminar was to create a space for dialogue and exchange of experiences and knowledge among agencies in charge of providing agricultural health and food safety services, the private sector, and specialists and evaluators from the IDB, among other actors.
