Henry Dyer joined the Office of Evaluation and Oversight (OVE) as a Research Fellow in 2020. He currently collaborates in the Transparency and Integrity sector evaluation.
Prior to his current role, he worked as a consultant at World Bank’s Multilateral Investment Guarantee Agency (MIGA) in the Economics and Sustainability (MIGES) Division. He analyzed the use of Offshore Financial Centers (OFC) in project structures in MIGA’s portfolio as part of an endeavor to propose a new OFC policy for MIGA that strengthens transparency in Foreign Direct Investments (FDI). He also worked conducting Integrity Due Diligence analysis of projects in MIGA’s pipeline.
In Peru, he worked at the Ministry of Education in the Teacher Development General Office and at the National Civil Service Authority in the Civil Service Policy Division. He holds a Master of Public Administration and MA Economics from the Maxwell School of Syracuse University, and a Bachelor’s degree in Political Science and Government from PUCP in Peru
