Bolivia, Paraguay and Uruguay
Santiago Cat is the Alternate Executive Director for Bolivia, Paraguay, and Uruguay at the Inter-American Development Bank (IDB), and Executive Director for Bolivia, Paraguay, and Uruguay at the Inter-American Investment Corporation (IDB Invest).
Prior to his appointment, Mr. Cat served as a Senior Specialist at IDB Invest on corporate projects and structured finance, and was responsible for the origination of new projects in Argentina, Chile, Paraguay, and Uruguay in the agribusiness segment. During his time at IDB Invest between 2000 and 2020, Mr. Cat was involved in the structuring of transactions in Mercosur countries with small, medium-size, and large companies, financial institutions, and investment projects, using a variety of financial instruments, including the issuance of debt and subordinated debt, capital investments, and guarantees, and he has extensive experience with Mercosur’s financial system and capital markets. During this period, he concluded transactions in Mercosur in the agroindustrial sector, services, education, logistics, tourism, infrastructure, energy, and financial institutions, and he was a member of the IDB Group Country Strategy Development group for the Southern Cone countries, and in particular, was involved in the preparation of the Country Strategies with Uruguay for 2011-2015 and 2016-2020, and the Country Strategy with Paraguay 2019-2023.
He has a Master in Business Administration (MBA) from the Universidad Austral (IAE), Buenos Aires, Argentina, and a Master in Finance and a public accountancy certification from the Economics Faculty of the Universidad de la República Oriental del Uruguay.
Before joining the IDB, he worked at ING Bank, PricewaterhouseCoopers, and family businesses.
