Technical cooperation projects at sector level

The MfDR model that PRODEV has been implementing is based on the public policies’ management cycle, which includes five pillars: strategic planning, budgeting for results (BfR), public finance management, monitoring and evaluation (M&E), and program and project management. The latter is the one that creates the most public value, i.e. production of goods and services. Accordingly, the ultimate goal of national planning, budget, or financial management systems is to facilitate efficient and effective action by the program/project executing agencies, which are mostly sector ministries and local governments.

Countries that have made more progress under Subaccount B, having started work in Central (Planning and Finance) Ministries, need to intensify their efforts to strengthen institutional capacity at the sector level, i.e. in sectors that produce public goods or services for mass consumption. Five areas have been identified on which to focus initially: education, health, social development, infrastructure, and justice.
