The Latin-American and the Caribbean Community of Practice on Managing for Development Results (CoPLAC-MfDR) started in mid-2005 as a key component for a sustainable capacity building process at country level. The CoPLAC-MfDR is a network integrated by groups of actors in nine clusters:

1. Budgeting for Results Network, integrated bybudget directors or the head responsible for the national budget design and its execution;
2. Monitoring and Evaluation Network, a joint venture with the World Bank;
3. Parliamentarian Forum on MfDR, it gathers Congressmen and Congresswomen working in the the Parlaments’ Budget Committee;
4. PRODEV Executors Network, it incorporates government officials who are executing PRODEV’s Technical Cooperation Programs (PTC) in the countries;
5. Civil Society Network, it congregates NGOs, opinion leaders, media, think-tanks, universities, etc. involved in their Governments’ social responsibility;
6. Subnational Governments Network, integrated by the head responsible for State or Municipal budget design and its;
7. Planning Network, integrated by Ministers, Secretaries and Planning Directors in Latin-American and Caribbean countries;
8. MfDR and the Private Sector Network integrated by multinational companies, small and medium size enterprises, think-tanks and knowledge centers and associations. It’s a joint venture with ECLAC; and
9. National Public Investment Systems Network integrated by the heads of the national public investment systems. It's a joint venture with ECLAC.

PRODEV strongly believes that through CoPLAC-MfDR it is possible to develop and sustain better practices in managing Public Sector. Different groups of main players involved in the process of MfDR were targeted, and started gradually with different kinds of events (such as workshops, seminars, conferences, and courses). Throughout each cluster of practitioners, the topics of discussion become more selective and groups acquire their own conceptual identity and procedures. Since we are dealing with relatively small groups in face-to-face events, it enables fast consensus and progress,. Once the general conceptual framework, procedures and regulations for meetings and work dynamics are defined, the group starts to grow as topics become wider and the concept of integration with other actors starts raising.

The first CoPLAC-MfDR Regional Meeting was held in Medellin, Colombia in November 2009, where more 100 people from the Latin America and the Caribbean, Africa, Asia and Europe gathered. Among the participants were: CoPLAC-MfDR Steering Committee, members of each one of the six CoPLAC-MfDR Clusters, representatives from the Region’s Private Sector, Academia, Colombian Government officials and entrepreneurs, and other international organizations’ officials(i.e.the OECD and the World Bank).

The Managing for Development Results Award was given to high level officials worldwide that have been involved with Managing for Development Results (MfDR) in their countries and were selected to be in the Third Edition of the Emerging Good Practices in Managing for Development Results Source Book. Among the World leaders on MfDR selected to receive this award were:

• The President of Colombia, Alvaro Uribe, for his role in transforming public sector management;
• Mario Marcel, Sector Manager of the Institutional Capacity and Finance Sector at the IDB, and former Director of the Budget Office in Chile for his commitment to Budgeting for Results.
• H.E. Minister Mohammad Ehsan Zia in recognition of his leadership in the National Solidarity Programme.
• Sylvester Obongo for his Commitment to Results for Kenyans
• Mamadou Abdou Gaoh Sani for Developing a Results Chain for the Poverty Reduction Strategy in Niger.
