The IDB Group's activities on early childhood development (ECD) are guided by the ECD Sector Framework Document, which consists of the set of policies and programs for children ages 0–5 and their families. These activities aim to promote the cognitive, linguistic, motor, and social-emotional development of all children, especially those from vulnerable homes. The human brain grows more in the first five years than in any other period. Thus, proper development in the early years has a decisive impact on a child's education, work life, and health throughout their lifetime. To design effective public policies, policymakers have to understand how families make decisions on these matters and which actions guarantee proper development for all children.
