POLICY AND KNOWLEDGE INITIATIVE

From 2014 to 2019, 830 participants from both China and over 17 Latin America and the Caribbean (LAC) countries attended six summits to assess development challenges and opportunities on topics of mutual interest. This Initiative continues to expand on the collaboration between LAC and China and has generated fruitful dialogues between the two regions, creating strategic alliances and collaborative networks of technical expertise. The institutional knowledge topics discussed during the past six summits continue to be relevant and are of increasing interest within the LAC region. In the following links, you can find the materials related to each summit, including the event agendas, participant bios and their presentations, and the conference proceeding reports.

Rapid Urbanization and Development. 2014. Lima, Peru. The first summit focused on the impacts of rapid urbanization and development on national prosperity. Common topics included the role of urban planning in the last 30 years and the challenges for sustainable urbanization and for closing the housing deficit. Leadership and Capacity Building for Public Sector Executives. 2015. Beijing and Shanghai, China.
The second summit focused on leadership and capacity building for public sector executives. Common topics included challenges in the professionalization of civil service systems, including enhanced capacity of senior civil servants, training programs, and performance driven evaluation. Participants visited Shanghai’s China Executive Leadership Academy Pudong (CELAP), established to train senior public officials from all levels of governments and state-owned enterprises. Productive Development and Innovation: The Quest for Sustainable Growth. 2016. Medellin, Colombia.The third summit focused on productive development and innovation policies. Common topics included the pursuit of productive development as a national development strategy, and experiences from the transformation and upgrade of industrial parks. Shaping the Future of Financial Services in the Digital Economy. 2017. Hangzhou and Shanghai, China. The fourth summit focused on digital finance. Common topics included the Chinese fintech evolution, the role of e-commerce, the drivers of the adoption of digital payments, and state regulations for digital finance. Participants experience how digital payments work in China and visited the Dream Village, where they learned from Alibaba’s and Ant Financial’s business models. Learning from pioneers: Takeaways for LAC from the digital transformation boom in China. 2018. San Jose, Costa Rica. The fifth summit focused on the role of innovation and digital transformation. Common topics included competitiveness in the new digital economy, open innovation and business models, policy and regulatory frameworks to support the internet economy, corporate venturing in LAC, innovation in the blue economy sectors, among others. The fifth summit represents the most attended edition until then with 250 attendees representing 13 countries from the LAC region, including 4 Caribbean countries. Additionally, the Fifth Summit was inaugurated by the president of Costa Rica Mr. Carlos Alvarado Quesada. Leveraging the New Technologies for Digital Services for Citizens Sustainable Cities and the Future of Logistics. 2019. Zhengzhou China. The Sixth Summit was the first multisectoral summit jointly organized by three departments within the IDB: Climate Change and Sustainable Development, Transportation and Institutions for Development. From the Chinese side, in addition to the Chinese Academy of Social Sciences, the event was organized by the Provincial Government of Henan and the Municipal Government of Zhengzhou. This edition is considered the most represented by the Latin American and Caribbean region with 15 countries represented. Common topics included challenges and opportunities of the technological revolution in the digital services for citizen, sustainable cities and the future of logistics, the use of data to inform policy decisions and to improve sustainability in cities and managing the last mile in the logistics sector, among many more.
