Esta Cooperación Técnica (CT) tiene como propósito el fortalecimiento institucional de la Empresa Pública Municipal del Metro de Quito (EPMMQ), complementando los préstamos existentes EC-L1111 y EC-L1124, sí como el nuevo préstamo EC-L1222 que financiará parcialmente la construcción de la Primera Línea de Metro de Quito (PLMQ). La EPMMQ fue creada en 2012 como agencia pública a cargo de la gerencia del proyecto y desde abril de 2016, se dió el inicio a los trabajos, actualmente con avance de ejecución del 25%. Es importante señalar que el BID a través de sus operaciones EC-L1111 y EC-L1124 financia US$200 millones, contando con financiamiento paralelo de otras entidades multilaterales: Banco Europeo de Inversiones, Corporación Andina de Fomento y Banco Mundial, para un monto total aproximado de proyecto de US$ 2010 millones.

Con la ejecución de la PLMQ se busca mejorar la movilidad urbana en la ciudad de Quito atendiendo la creciente demanda de transporte público. A través de su implementación, el objetivo es reducir los tiempos de viaje, los costos operacionales del servicio de transporte, mejorar la conectividad de la red de transporte, seguridad, el confort del actual sistema y reducir las emisiones de contaminantes y gases de efecto invernadero. Bajo los programas de préstamo EC-L1111, EC-L1124 y la nueva operación EC-L1222 se ejecutarán 23 km de línea, 15 estaciones, un patio de cocheras con área de mantenimiento, arquitectura y adecuación del sistema, y se proveerá el material móvil compuesto por 18 trenes de 6 vagones cada uno. 

Si bien esta CT se centrará en temas institucionales, contribuye integralmente con el préstamo a las siguientes metas del GCI-9: &quot;préstamo a países pequeños y vulnerables&quot; y &quot;protección al medio ambiente&quot;, en especial a través del desarrollo del adecuado modelo de gestión ambiental que se prevé financiar.

A través de la CT previa EC-T1260, el Banco apoyó a la EPMMQ para que pueda desarrollarse como institución desde su nivel incipiente hacia una mayor eficiencia en su desempeño institucional durante la ejecución de la obra. En el marco de esta cooperación se financiaron las siguientes actividades: i) modelo de explotación de la PLMQ: consultoría para el desarrollo de la propuesta del modelo de explotación de la PLMQ, modelo de control de gestión para la administración de los contratos de Fase 2 de la PLMQ y contratación de servicios de asesoría legal contrato FIDIC y resolución de conflictos. ii) gestión ambiental, social y de seguridad ocupacional: contratación de expertos en gestión social y ambiental, así como el diseño e implementación del sistema de información para la gestión ambiental, social y de seguridad y salud Ocupacional, diseño e implementación de un programa de fortalecimiento a negocios en el área de influencia de la PLMQ.</description>
