Oliver is an evaluation professional with experience in Latin America and the United States. His work focuses on creating data-driven insights and solutions to improve performance and results in organizations. Oliver has conducted evaluations and consulting projects for the US Department of State, several federal ministries in Mexico and non-profit organizations. He was Director of Evaluation at the Center for Learning on Evaluation and Results for Latin America and the Caribbean (CLEAR LAC), a World Bank global initiative, as well as Associate Professor of Program Evaluation at the Center for Research and Teaching in Economics (CIDE) in Mexico City. Formerly, Oliver worked as a Data Analyst at the World Bank and as Executive Editor of the Chicago Policy Review. He holds a Master of Public Policy degree from the University of Chicago, which he attended as a Fulbright Scholar. Oliver has edited over a dozen publications in English and Spanish in the US, Mexico, and Spain.
