MICI-BID-CO-2022-0184 — The implementation of six agreements related to the construction of the First Line of the Bogotá Metro comes to an end

On March 29th, 2023, MICI concluded managing a complaint related to the project "First Line of the Bogotá Metro – Section 1" (CO-L1234), having verified the compliance of all the items agreed upon by the parties. The complaint was filed in 2022 by 17 citizens with leases, property, or businesses on 24th Street and Caracas Avenue in downtown Bogotá, Santa Fe neighborhood, alleging potential economic harm as well as harm to property, living conditions, and health derived from the resettlement and expropriation processes considered for the Project’s construction. 

Given the particular and specific nature of each complainant, during the dispute resolution process conducted by the Consultation Phase it was necessary to negotiate and reach multiple separate agreements. Thus, between June and August 2022, six different agreements were signed between the complainants, the Bogotá Metro Company (EMB) and IDB Management. Since then, MICI, in constant coordination with the parties involved, has followed up on the implementation of each agreement. In March 2023, full compliance with the six agreements was verified. 

The case closure report, which accounts for the entire management of the complaint, highlights that "without the commitment, dedication, technical capacity and adherence to the highest standards of integrity in public administration by the EMB and the IDB Management, the resolution of the dispute submitted to MICI would not have been possible.”
