The Request describes potential environmental and health harm to the community due to the future construction and operation of a garbage dump that is part of the Program.
Specifically, the Request warns of the lack of an adequate and complete environmental and social impact study which correctly identifies the current and future cumulative impacts on the environment of the areas and populations affected by the establishment of the landfill. Likewise, the Requesters highlight the negative effects on the community derived from the contamination of soil, air, and water, with its consequent impact on human health, and on the regional ecosystem (fauna and flora).
Finally, they warn about the lack of public information about the Project and adequate public consultations in accordance with IDB Policies to give consent, by the affected population, to the realization of the landfill.
On August 23, 2021, the Request was not registered since, as the Mechanism is a last resort instance, it is necessary for the Requesters to contact the Project Team (Management). They were notified that there is always the possibility of resubmitting the Request to the MICI if they consider that their concerns have not been addressed within a reasonable period of time. The Parties were notified and the MICI process was concluded.
It is important to note that the Notification of Non-Registration is not an assessment of the merits of the Request, or the issues presented in it. Nor is it a determination of compliance or non-compliance by the IDB with respect to its Pertinent Operational Policies.
