Dr. Anthony Stocks* visited the IDB Group Headquarters on April 6th, 2016 to brief MICI staff on lowland indigenous land titling issues in Latin America. He also made a more general presentation on land tenure issues in Latin America to a group of IDB staff.

Dr. Stocks met with the MICI staff for a morning-long briefing and training session on the opportunities and challenges of promoting land titling by lowland indigenous peoples in Latin America. At present, MICI is working on an active complaint in Peru related to rural titling.

Dr. Stocks also gave a presentation to IDB staff over lunch onthe“Challenges to Indigenous Land Tenure in Latin Americaand the Caribbean”. He identified three general challenges for indigenous peoples: competing economic interestsby indigenous peoples and settlers for the same natural resources generates conflict; successful land titling processes requires careful mapping and community consensus; and the work of active forest protection does not end with land titling. His presentation was followed by numerous questions from the audience related to:the role of government agencies in indigenous land titling; whether political movements can increase indigenous peoples voice and representation; and the adequacy of indigenous policies and practices at the IDB. * Dr. Anthony Stocks is Professor Emeritus at Idaho State University. He has more than 25 years of experience providing technical assistance to indigenous groups in Latin America and the Caribbean, with regards to land tenure, forest conservation and the development of institutions of stewardship, among others. He has worked with numerous multilateral and governmental institutions in the region and published a diverse set of papers on ecological anthropology and community conservation. See online CV here.
