Blumenau's Sustainable Urban Mobility Program

Three residents of the city of Blumenau, who have requested the protection of their identities, due to fears of retaliations.
The Request alleged damages to the environment, the cultural heritage and the road system, and impacts to the neighborhood, which could be caused by the construction of a bridge in the city center of Blumenau. According to the Requesters, the design and the initial location of the bridge, set in the IDB-financed program, would have been modified by the Municipality without any supporting technical study to justify such modifications contravening the Bank's operational policies.
On October 26th, 2015, the MICI Director determined that the Request was not eligible as there is no link between the harm and the operation (paragraph 22.c of the MICI Policy). In addition, it was established that there is a specific issue raised in the Request that is the subject of a legal proceeding, so in this case the exclusion contained in paragraph 19.d of the MICI Policy applies in relation to 22.e. After notifying the parties, the processing of this Request was concluded.
On August 24th, 2015, the MICI granted 10 business days to the Requester to submit additional information required for the processing of the Request (paragraph 20 of the MICI Policy).
On August 26th, 2015, after receiving the information that had been requested, the Request was registered and the Requesters and Bank Management were notified. In the notification, MICI requested Bank Management’s Response in accordance with requirements of the Policy.
On September 25th, 2015, at the end of the 21 business day time period (paragraph 21 of the MICI Policy), Management sent its Response to the Request.
As part of the eligibility determination process, a MICI delegation visited Blumenau from the 22nd to 24th of October 2015 (paragraph 23.e of the MICI Policy).
