The Coordination of Social Organizations of Bañado Tacumbú (COBAT) representing hundreds of residents of the Bañado Tacumbú neighborhood, located south of Asunción, Paraguay.
The Request alleges that the current design and future construction works planned for the Program could directly impact the residents of Barrio Bañado Tacumbú.
Specifically, the Requesters allege that the Bank would be in breach of its Operational Policies because of the lack of an alternatives feasibility study to evaluate the social impact of the construction works; the lack of a complete and adequate impacted population census and an involuntary resettlement plan. Similarly, they argue inadequate procedures for citizen consultation and lack of information available to the community.
Regarding the allegations of harm, the Request describes potential environmental impact on the wetlands of the Paraguay River and the Yrupe Lagoon. Finally, the Requesters warn about future negative impact on the living conditions and property of the families of the neighborhood because of the possible involuntary resettlement considered in the Program.
The Request was not registered because one of the exclusions provided in the MICI-BID Policy applied. Specifically, paragraph 19 literal (e) states that Requests related to operations that have not yet been approved by the Board of Executive Directors are excluded.
As established by the Policy, the Request was transferred to Bank Management, so that they are the ones to respond at this stage.
Finally, the Requesters were informed about the possibility of resubmitting their Request to the MICI in case they consider that their concerns have not been addressed within a reasonable period, once the operation is approved.
