The Request describes potential economic and property harms of the Requesters for the works in the downtown area of the city contemplated in the Program.
Specifically, the Requesters allege that the paving, drainage, and tree planting works that have been carried out have been carried out without prior information and consultation with the impacted population, which, in addition to having been paralyzed for several months, has prevented the merchants from can open their businesses on a regular basis. As a consequence of the above, they warn of damage to their economy and dismissal of workers.
Likewise, the Request also contains an allegation regarding irregularities in the bidding for the works, which is outside the scope of the Mechanism, for which reason this matter was referred to the Bank's Procurement Office.
On May 5, 2021, the MICI Director determined that the Request was not eligible as it did not meet the eligibility criteria established in the MICI-IDB Policy, as the Requesters informed the MICI of their decision to withdraw from the entire process with the Mechanism, thus withdrawing their Request, and informed that they would continue with the management of their claim through other corresponding channels. After notifying the Parties of this decision, the process was concluded.
On March 4, 2021, MICI notified the Requesters and Bank Management of the registration of the Request.
On February 16, 2021, the MICI granted the Requesters a maximum period of 10 business days to submit the information required to continue with the Request process (paragraph 20 of the MICI Policy). The term expires on March 2, 2021.
