149 residents and merchants of San Carlos de Bariloche, Río Negro Province, Argentina.
The Requesters allege possible impacts on the quality of life and livelihood of the Requesters, due to the intervention of sidewalks and roads, mainly Calle Mitre, which are part of the construction work of the Program. Specifically, the Requesters allege:
- Potential impacts on the tourism activities of the area, the Requesters’ main economic activity, due to the long construction period of the Program's works and which have hindered the normal transit of people and automobiles. In addition, according to the Request, part of the construction work is built above the property entrances or block the entrance to their homes.
- Possible impact to the property of the Requesters due to the lack of enough storm drains, sufficient water supply pipes and sewage in poor condition, which causes a potential flooding-risk. They also allege damages to public lighting structure that, in some areas, is already insufficient.
- Finally, the Requesters warn about the lack of prevention and detection of risks linked to the Program in the event of a disaster (fire or flood) since the current construction work limits the passage of vehicles.
The Request warns of a possible non- compliance with the Access to Information Policy, due to the lack of available information on the construction works, construction times and the completion of these.
After verifying that all the agreements reached by the Parties were fulfilled, the Mechanism produced a Case Closure Report that was distributed for information to the Board of Executive Directors on August 23rd, 2021. With such Report, MICI’s activities related to the case management are concluded.
On March 7, 2019, MICI notified the Requesters and Bank Management of the registration of the Request.
On May 22, 2019 MICI determined that the Request was eligible because it met all the eligibility criteria established in the MICI Policy.
The Request was transferred to the Consultation Phase following the request of the Requesters.
Considering multiple exchanges held by the Parties prior to and during the eligibility process, and the willingness expressed by all stakeholders to find a solution expeditiously through dialogue, MICI proposed a work-intensive methodology by which it would conduct both the Assessment and Consultation Phase process together.
Between May 20th and 25th, MICI undertook a mission to Argentina. During the mission, MICI held bilateral meetings with the Parties. On May 23rd and 24th, MICI facilitated two dialogue sessions, in which the Parties reached an Agreement.
On July 9, 2019, the Assessment and Consultation Phase Report, including the Agreement reached and the Monitoring Plan, was distributed to the Executive Board for their consideration by short procedure. With the approval of the Monitoring Plan by the Board on July 23rd, the Monitoring Stage began.
On October 21st, 2020 MICI submitted, for information, the First Monitoring Report to the Board of Executive Directors.
