Argentina - Multiphase Development Infrastructure Program: Support Production in Entre Ríos
Summary of the Request
Mr. Pablo Folonier and other members of his family submitted a Request to the MICI alleging potential social and environmental impacts of the construction and operation of an electrical transmission plant, one of the components of the Multiphase Development Infrastructure Program: Support Production in Entre Ríos. The Requesters claimed, among other things, lack of information; environmental misclassification of the Project; ecological risks because the plant will be located in environmentally protected areas; lack of due process for expropriation; and potential health risks due to the technology to be used at the plant.
MICI actions
Following the declaration of eligibility in the Request for the Consultation Phase, the dialogue process initiated in March of 2011, with the involvement of the Requesters, the Executing Agency and Coordinating Unit of the Project, Energia de Entre Rios SA (ENERSA) and, as observers, the Provincial Government and the IDB Project Team.
The Parties reached an agreement in December of 2012, which included mitigation actions for the visual impact of the transformation station and the development of a citizen participatory plan, among others.
In February of 2013, with the Consultation Phase Report already emitted, the process of monitoring the fulfillment of the agreement began.
In November of 2014, the MICI carried out a field visit to verify the state of the agreement and the various activities decided upon. Practically all the agreed actions had been carried out, with the exception of the compensatory construction work, since it had become necessary for the Parties to analyze more viable alternatives that that initially agreed upon.
- On November 8, 2018, MICI sent the document "Case Closure for the Multiphase Program for the Development of Production Support Infrastructure in Entre Ríos" to inform the Board of Executive Directors about the end of the MICI process.
With the Case Closure, MICI finalizes the case management.
