The call for the formation of a Roster of Independent Experts, open from August 21 to September 21, 2015, has closed
On September 21, 2015, the Independent Consultation and Investigation Mechanism (MICI) closed the process to receive expressions of interest from people interested in becoming part of the Roster of Experts. The call that remained open from August 21 until September 21, 2015 has closed and the process to review applications has started.
The IDB’s Independent Consultation and Investigation Mechanism (MICI) is a last resort mechanism which offers a process independent of the Bank's management to investigate complaints from individuals or communities who claim to have been or that they may be adversely affected by an operation financed by the Bank due to noncompliance by the Bank with its Relevant Operational Policies. One of its functions is a compliance review, through which such allegations are impartially and objectively investigated to determine whether the Bank has complied or not with its Relevant Operational Policies and if it has not, to determine if such noncompliance has caused harm to the complainants. The structure and operation of the MICI are regulated by its Policy; the version of the Policy currently in force was approved by the Board on December 17, 2014.
According to the MICI Policy, investigations are conducted in accordance with terms of reference which must be approved by Board for each case and are carried out by a Panel composed of the Coordinator of the Compliance Review Phase, who is an employee of the MICI, and two independent experts from the MICI Roster of Experts who are hired on an ad hoc basis for each investigation.
The Roster of Experts will be made up of between 7 and 10 professionals with proven experience in their specialty areas and who meet the Bank’s eligibility requirements and the terms of reference for the positions.
