South Coast Sewerage Project

Supply of Spare Parts, Tools and Equipment

Loan Nos. 709/OC-BA & 710/OC-BA

The Government of Barbados (GOB) has received a loan from the Inter-American Development Bank (IDB) toward the cost of the South Coast Sewerage Project for the construction of a sewerage system on the south coast of the island. It is intended that part of the loan proceeds be applied to eligible payments under the contract for the supply of spare parts, tools and equipment to use on the project and at the Bridgetown Sewage Treatment Plant.

The Ministry of Health, through its Sewerage and Solid Waste Project Execution Unit, now invites sealed bids from suppliers from the IDB=s member countries for the supply of assorted spare parts, tools and equipment as partially listed by packages below:

CPortable 250 mm pump, diesel driven

CPortable 150 mm pump, diesel driven

C150 mm and 250 mm rubber hose with connectors

C150 mm steel spool

CVacuum (sludge) tank, trailer, pump and injector system

CMobile (sludge) storage tank, trailer

CDiesel tractor

CElectrical, safety, shop and welding

Bids are requested for one or any combination of packages, will be assessed on a package by package basis and may be awarded by package. The GOB reserves the right to grant an award for any combination of packages or for less than a complete package.

The Ministry of Health reserves the right to request delivery of packages or parts of packages between the dates of 60 days after receipt of the Notice of Award and 24 April 2002. Bidders will assume a maximum of three delivery dates to 24 April 2002.

Complete sets of bidding documents (including details on the packages), in English, will be available at the first address below on the submission of a written application to the Project Director (signed by an official signatory) and upon payment of a non-refundable fee of US$ 100 or BDS$ 200 by money order to the Accountant General of Barbados. Bidding documents will be issued on presentation of an official receipt from the Accountant General. Bidders should provide a Federal Express account number, where applicable, in order to facilitate overseas delivery of the documents.

Successful bidder(s) will be expected to enter into a contract agreement as provided in Section VIII of the bidding documents, which shall be subject to approval by the Solicitor General or any other legal officer in the Public Service approved by her. The successful bidder shall also provide satisfactory personal sureties and a performance security by way of one of the following:

The cost of obtaining such a performance security shall be the responsibility of the contractor, who need not specifically make arrangements for a performance security unless and until his bid has been accepted.

The Labor Clause (Public Contracts) Act (Cap. 349) shall, in so far as is applicable to the bid, apply to any contract made in respect of the bid. Full details on the conditions of the Act Cap. 349 may be obtained from the Chief Labor Officer (third address below). Bidders should submit the certificate required by Paragraph 3 of the Schedule to the Act with their bid.

All corporate bidders must include with their bids a copy of the Company=s Certificate of Incorporation as evidence of the fact that it is an existing registered company as of the submission date. The certificate must be in the name of the bidder. Failure to provide such certificate will render the bid void.

Local bidders are advised that the above-cited certificate means a Certificate of Incorporation issued under the 1985 Companies Act of Barbados or, where applicable, a Certificate of Continuance and/or a Certificate of Amalgamation, or a Certificate of Amendment. Certificates must be dated after 31 December 1984.

Procurement of goods will follow the IDB=s procedures. Acceptance or rejection of any bids will follow the IDB=s procedures described in Clause 30 and 32 of the instructions to bidders.

Completed bid forms and price schedules, in English, must be accompanied by a security of no less than 2 per cent of the bid price, as defined in Clause 9.1 - instructions to bidders, and be submitted in a sealed envelope, marked ATender for the South Coast Sewerage Project, Contract 5-A: Supply of Spare Parts, Tools and Equipment: Package Number(s)@, to the Chairman, Special Tenders Committee (fourth address below), by 1630 hours on Wednesday, 17 October 2001. Bids should be placed in the tenders box located at the Central Purchasing Department. Late bids will not be considered and will be returned unopened.

Bids will be opened at 1000 hours in the presence of the bidders= representatives who choose to attend at the Central Purchasing Department on Thursday, 18 October 2001.

The GOB does not bind itself to accept the lowest or any bid.
