Persons with disability (PWD) do not form a homogenous group. In Latin America and the Caribbean, discrimination and stigma against persons with disabilities are closely linked to issues of gender, race, and ethnicity. The social response to these characteristics differs and causes some individuals with physical or mental disabilities to face multiple discrimination: for example, being an afro-descendant woman with a sensory disability, or an indigenous man with a mental disability. As a group they are often excluded from education, health services, employment, and from a wider political and social participation. They are at an increased risk of becoming poor and vulnerable to becoming victims of violence and sexual abuse.
Disability related interventions must always include a gender dimension to meet the particular concerns of men and women with disabilities and to facilitate their equal participation in making decisions concerning or affecting them.
