Advisory Council on Women in Development


Under an initiative announced by Former President Enrique Iglesias in April 1994 at the regional forum "Women in the Americas: Participation and Development," the IDB created in 1995 an External Advisory Council on Women in Development to advise the Bank on issues affecting women?s participation in IDB-financed programs. The goal of the Advisory Council is to encourage greater attention to WID issues in the region and the Bank.

The Advisory Council is made up of individuals from various NGOs, academic institutions, governments and the private sector with broad expertise in GED issues and related fields; knowledge of Latin American and the Caribbean; and an understanding of the institutional workings of agencies such as the IDB.

Chair, Ms. Ruth Cardoso, Brazil

Anthropologist. Former First-lady of Brazil. Current President of "Comunitas", an initiative which brings together government, civil society, universities and businesses in programs aimed at the alleviation of hunger, illiteracy and unemployment.

Line Bareiro, Paraguay

Lawyer and political analyst. Co-founder and Director of Centro de Documentación y Estudios (CDE) and of DECIDAMOS (Campaign for Civic Expression). Formerly responsible for gender issues at the Inter-American Institute for Human Rights headquartered in Costa Rica.

K. Burke Dillon, United States

Economist. Former Executive Vice-President of the Inter-American Development Bank. Former Director of the Administration Department of the International Monetary Fund.

Rosario Green, Mexico

Current Mexican Ambassador to Argentina. Minister of Foreign Affairs during the Administration of President Ernesto Zedillo. Former Assistant Secretary General of the United Nations during Secretary General Boutros Boutros-Gahli´s term. Member of Boutros-Ghali?s Cabinet and Advisor on Gender Issues after the Beijing Conference.

Carol Jacobs, Jamaica

Medical Doctor. Chairperson of the National HIV/AIDS Commission of Barbados and Special Envoy to the Prime Minister on HIV/AIDS related matters. President of the National Advisory Committee on AIDS (NACA) from 1995 to 1998. Awarded the Centennial Award of Barbados in 2001 for her exceptional contribution to society and community life.

Ruth de Krivoy, Venezuela

Economist. President of Síntesis Financiera. Co-chair of the Women?s Leadership Conference of the Americas and member of the Board of the International Women?s Forum - Venezuela Chapter. Former President of the Central Bank of Venezuela and Advisor to the Venezuelan President.

Kristi Anne Stolen, Norway

Anthropologist and Researcher. Professor, Centre for Development and the Environment, University of Oslo. Coordinator of a teaching and research program between the University of Oslo and the University of San Carlos in Guatemala. Former Research Fellow at the Norwegian Agricultural University (1977- 1985) and former Advisor on Women and Development for NORAD (1997 ? 1998).

Rosalina Tuyuc, Guatemala

Coordinator of CONAVIGUA (National Coordination of Guatemala Widows). Advocate for human rights, demilitarization and indigenous peoples? rights. Contributed to the creation of a law penalizing discrimination against indigenous populations and women. Former Congresswoman.

Catalina Wainerman, Argentina

Senior Researcher and founding member of CENEP (Center for Population Studies). Professor of Sociology. Author of more than 50 articles and 10 books on issues relating to family life, gender and labor relations.
