5th World Congress of the International Health Economics Association (iHEA)

9-13 July, 2005

Barcelona, Spain

This bi-annual event has become one of the most important in the health economics field.  In 2005 it will be held in Barcelona, Spain, under the theme "Investing in Health".  The PDF version of the Abstracts Book can be found here, and the Congress agenda is available here.

Since 1999 the Congress has also featured the PHRplus-organized World Symposium on National Health Accounts, sponsored by USAID and the Swedish International Development Agency.  This year it will take place on July 7 and 8.

I Congress on Health Economics in Latin America and the Caribbean

Rio de Janeiro, Brazil

The conference was held under the theme "The Contribution of Health Economics to the Achievement of Equity and Efficiency in Health Systems and Services ", and took place in Rio de Janeiro, Brazil.  It was be hosted by the Brazilian Association of Health Economics (ABRES) and the Argentine Association of Health Economics (AES).  Congress presentations and documents in Portuguese may be accessed here.

The Ministry of Health of Mexico organized an international conference “Innovations in Health Financing” in Mexico City, Mexico, to promote the sharing of best practices among countries with interest in resolving the challenges of equitable and sustainable financing of health systems. 5th EUROLAC Forum

13-16 April, 2004

Recife, Brazil

Since 1999 the Latin American region of the World Bank, together with the Inter-American Development Bank, the Pan-American Health Organization, and the host governments, have been organizing technical forums on issues related to health reform.  These forums were initiated in an effort to improve learning and exchange of experience between European and Latin American countries.  The EUROLAC events have been alternately hosted by European countries (France and Spain), and Latin American countries (Costa Rica, Brazil).  

This year's event, entitled "Improving Health System Performance and Health Outcomes", was held in Recife, Brazil. It included a session on health accounts organized by the IDB, showcasing a panel of four presenters from Argentina (182 KB), Colombia (754 KB), Mexico (283 KB), and Spain (1.1 MB) (click to download the PowerPoint presentations).

Flagship Course on Health Sector Reform and Sustainable Financing

The newly re-designed 2005 Flagship Course on Health Sector Reform and Sustainable Financing is offered by the Harvard School of Public Health and the World Bank Institute. The course introduces a practical and comprehensive framework for understanding health systems and their performance and a structured approach to developing health system reform policies to improve that performance.  Specific course modules examine the theoretical and empirical basis for reform strategies in such diverse areas as health financing, payment systems, organizational change, regulation, and population and provider behavior, making extensive use of case materials from countries in all regions and at all levels of development. Financing of Social Security

This course is being organized by ILPES, the training institute of the Economic Commission for Latin America and the Caribbean, and will take place in Santiago, Chile.  It examines the ongoing reforms in the diverse areas of social security, such as pensions, and health and unemployment insurance, and of sectoral social policies, such as housing and transfers to sectors of extreme poverty.  Comparative analysis will be conducted of the advances, obstacles and challenges to the existing systems, and of the public/private mix of service financing and provision.  Visit the ILPES 2004 Courses webpage for information on other training events.

The World Bank Flagship Course on Health Sector Reform and Sustainable Financing

San Pedro Sula, Honduras

The 8th Latin America and the Caribbean Regional Course on Health Sector Reform and Sustainable Financing took place in San Pedro Sula, Honduras.  The objective of this program was to impart knowledge of policies, economy, management and financing of health systems to those responsible for the formulation and implementation of public policies, and to researchers, academics, providers, and functionaries of health care systems in developing countries.  The program is sponsored by the World Bank Institute and the Ministry of Health of Honduras. The 3rd PAHO Workshop on Harmonization of Health and Social Protection Accounts - System of National Accounts. The MERCOSUR Countries

Regional Technical Consultation: Harmonization of Health Accounts and the National Systems in Countries of the Americas

July 21-22, 2005

Santo Domingo, Dominican Republic

With the sponsorship of PAHO, ECLAC, and the Central Bank of the Dominican Republic, the objective of the Consultation was to gather health and national accounts experts (M. Ascues, M. Castro, E. Orosz, J.-P. Poullier, C. Reyes, J. van Tongergen) and obtain their views on the possibility of harmonizing concepts, classifications, and methods of estimating uses under the different health accounts approaches, with the National Accounts. The new Satellite Health Account Manual was launched, prepared by international accountants with the support of PAHO.  The Consultation aimed to define the necessary next steps for the institutionalization of the production of economic and financial indicators related to health, and to promote their use in the design, monitoring, and evaluation of public policies in health and human development. A common regional definition of the boundaries of the health sector was sought, which could be used in international comparisons of health expenditure.

The First PAHO Workshop on Satellite Health Accounts in the Americas

May 30-31, 2005

This workshop presented experiences and summarized lessons learned in the development of Satellite Health Accounts pilot studies, with the purpose of producing a methodological guide for the development of Satellite Accounts in Health.  Recommendations were made to promote the development and use of Satellite Health Accounts in the design, implementation, and monitoring of public health policies, and for the development of national health accounts systems.  The PAHO website offers the activity brief, event agenda, list of participants, presentations, and a list of documents on Satellite Health Accounts.

The Second PAHO Workshop on Harmonization of Health and Social Protection Accounts - System of National Accounts.  Andean Community: Bolivia, Colombia, Ecuador, Peru y Venezuela

May 27-28, 2004

The workshop, the second of a series of three, will be held in Quito, Ecuador.  The supporting documentation can be found here.  The first workshop, for Centro-American countries, took place in November 2003 in San José, Costa Rica, and the documents from it can be be found on the PAHO website.

The workshops´ objectives are: (a) to promote the exchange of experiences about methodological aspects of health accounts studies among professionals of the Andean countries, (b) to identify the concepts, classifications, and methods of estimation that would permit the harmonization of expenditure and financing indicators with the indicators of the System of National Accounts of the countries, and (c) to identify concepts, classifications, and methods of estimation that would allow the development of internationally comparable indicators of expenditure and financing in health and social protection.

The First PAHO Workshop on Harmonization of Health and Social Protection Accounts - System of National Accounts: Central America, Panama and the Dominican Republic

November 24-25, 2003

The objectives of this workshop were to advance the methodological definitions in the estimation of indicators, to permit the regular production of expenditure financing source indicators in health and social protection, as part of the national statistical system and/or the System of National Accounts of the countries. Instituto Latinoamericano y del Caribe de Planificación Económica y Social (ECLAC-ILPES) The mission of Latin American and Caribbean Institute of Economic and Social Planning, part of the Economic Commission for Latin America and the Caribbean (ECLAC/CEPAL), is to act as the central ECLAC body for training, and in this role to contribute to the dissemination of the work of the ECLAC System.  It's program centers around organizing courses, conferences, seminars, and experts´ meetings on multi-sectoral topics.
Fundación Mexicana para la Salud (FUNSALUD) This private non-profit organization offers training and research stipends and awards. It also sponsors a variety of training events in the region.
Harvard International Health Systems Group Training Programs IHSP Training Program's mission is to strengthen the capacity of health system practitioners from middle and lower income countries to improve the performance of their health systems. IHSP courses blend theoretical knowledge, practical tools, and hands-on practice in using those tools.
Instituto Interamericano para Desarrollo Social - INDES The Inter-American Institute for Social Development is the IDB's program for sharing knowledge with policymakers, that offers a variety of courses on-line as well as in Latin American and Caribbean countries.
International Monetary Fund Institute The IMF Institute was established in 1964 to offer training in management economics to the officials of IMF member countries. In addition to the courses offered at the headquarters in Washington, DC, training is conducted in regional centres in Austria, Brazil, China, Tunisia, Singapore y the United Arab Emirates, and occasionally in large member countries and those with special circumstances. At the headquarters the courses are offered in four languages: Arabic, English, French, and Spanish.  The curses offered at the regional training center in Brasilia are in Spanish or Portuguese.
PAHO Training Program in International Health  The PAHO Training Program in International Health aims to strengthen the capacity of institutions in the Region and the Member States to (i) analyze the factors that affect their health situation; (ii) design innovative policies using international experiences and mobilizing political, financial, and technical resources; (iii) participate in the definition of action agenda of international organizations; and (iv) develop cooperative relations, projects, and networks among professionals and institutions in the Region.
World Bank Institute (WBI) The WBI offers a wide variety of learning programs, evaluation activities, knowledge sharing activities, partnerships, publications, electronic discussions,   B-SPAN (videos on the web), TV documentaries; and scholarships programs.
World Bank's Flagship Program on Health Sector Reform and Sustainable Financing Training program that provides intensive, state-of-the-art knowledge and training on options for health sector development and best practices, to policymakers and development partners. The next two-week training program for Europe and Central Asia will take place in Budapest, Hungary, on June 14-25, 2004.
