Updates From the LAC Health Accounts Steering Committee

In the past year Paraguay formed a Inter-institutional Health Accounts Committee charged with institutionalizing health accounts.  It has recently completed a study estimating health sector expenditure and financing during the years 1997-2001 (see publications below).

August 2002

Paraguay has several previous studies on health expenditures financed by PAHO and the World Bank. Also, health accounts estimates are currently being developed using the OECD methodology (with support from PAHO). The World Bank has recently prepared a Health Expenditures Review, which includes estimations of financing and expenditures for years 2000 and 2001 and an equity and efficiency analysis.

Cuentas de Salud de Paraguay This 2003 study constitutes the first institutionalized effort of the country, which would put at its disposal an objective tool to support sectoral authorities in the formulation, development and reorientation of policies.  It presents the main results of the estimations of the financing and expenditures in the health sector for the years 1997-2001.  More detailed data is available for the public sector, since they are based on the reports of the Sistema Integrado de Contabilidad General del Estado (SICO).  The private sector information was obtained from the Health Superintendency and from the Integrated Household Surveys from the years 1997/98 and 2000/01, developed by the Dirección General de Estadística, Encuestas y Censos.

MECOVI Paraguay (Household Survey Data) IADB, together with the World Bank, the Economic Commission for Latin America and the Caribbean (ECLAC), and with direct participation of the Paraguayan government, has developed this initiative to strengthen the institutional capacity of the country to implement and analyze high quality household survey systems.  The initiative also operates in Argentina, Bolivia, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua, and Peru.
Paraguay National Accounts Data - IMF/GDDS The IMF General Data Dissemination System (GDDS) provides economic, financial and socio-demographic metadata submitted by participating countries. Current statistical practices of each country are described, together with their plans to improve their statistical systems.  Presently, 13 Latin American and Caribbean countries participate, including Paraguay.
