Updates From the LAC Health Accounts Steering Committee
May 2004 The
National Department of Planning (DNP), with support from the
Ministry of Social Protection (MPS), have completed a series of
estimates and revisions for the period 1993-2001. A book containing
a complete
report and series of tables will to be published mid-year. In
addition, studies are under way at DANE to produce satellite health
accounts estimates using the SNA 1993 methodology, in collaboration with DNP
and MPS.
August 2002 Colombia has conducted several health expenditure
and financing studies with the purpose of evaluating the impact of
the health system reform. Revised and updated estimates for
the years 1993-1999 were developed using the Harvard/NHA and SHA
approaches, with support from the IDB. In 2000, with the support
from PAHO, the country
prepared the Health Sector Financial
Analysis (HSFA) Report containing estimates of public

Exclusion
and Incidence of Social Expenditures |
This May 2005 paper by Nuñez and Espinosa of
the Faculty of Economics of the University of the Andes
studies the incidence of social subsidies in Colombia through
the analysis of the effects of social subsidies on poverty and
the effectiveness of their targeting mechanisms. First, we
study the effects of social subsidies on headcount poverty and
on the poverty gap, using data from Colombia’s Quality of
Life Survey for 2003. The results show that the aggregate
effect of the subsidies upon poverty is significant, although
each specific subsidy differs in its impact on poverty. We
then study the effectiveness of the subsidies’ targeting,
estimating the errors of inclusion (non-poor households that
receive subsidies) and the determinants of the errors of
exclusion (poor households that do not receive subsidies). The
results show that there are some problems in the targeting
mechanisms of social subsidies in Colombia, since a high
percentage of households that receive subsidies are non-poor.
Furthermore, in the delivery of social subsidies, there is
discrimination against poor households with elderly members,
against displaced households and against those in which the
head of household has lower educational levels. |
Determinants,
Effects, and Costs of Domestic Violence |
This June 2005 paper by
R. Ribero and F. Sánchez of University of the Andes analyzes
the determinants, effects and costs of domestic violence (DV)
against women and children in Colombia. The most relevant
factors that explain the occurrence of DV in a household are
suffering from DV as a child and living with someone that
frequently and excessively consumes alcohol. DV against women
increases their probability of unemployment by 6.4 percentage
points, lowers their earnings by approximately 40% and worsens
their health. DV against children negatively affects their
health, school attendance and academic attainment. It is
estimated that at least 4.2% of Colombian GDP is lost due to
indirect costs of DV. |

consultant Gilberto Barón Leguizamon, within the framework of
the National Health Accounts of Colombia project. The studies
employed the Harvard/NHA methodology.
