Updates From the LAC Health Accounts Steering Committee

Chile has one study of health expenditures and financing, conducted for the year 2000 by El Fondo Nacional de Salud (FONASA), although preparations are still under way to publish a satellite health accounts study for the years 2000-2003 in collaboration with the Central Bank of Chile's Department of National Accounts.

Systematic health accounts estimates in Chile have been suspended for a number of years until 2000, when FONASA (a public health insurance institution linked to the Ministry of Health) restarted conducting estimates with the support of PAHO.  

A new health accounts report produced up-to-date estimates on health expenditure and financing using the Harvard/NHA matrices. A future extension of the study will include the harmonization of concepts and classifications with the Central Bank's National Accounting System (SNA) and with its input-output tables, as well as the development of health accounts at the regional and provincial levels.

Equity in the financing of social security for health in Chile R. Bitran, Health Policy 50(3):171-196.  This study examines the degree of equity in the financing of FONASA, the public insurer, which in 1995 covered 8.6 million beneficiaries, or 62% of the country’s population. Study results, covering calendar year 1995, indicated that (1) government health subsidies were well-targeted, with about 90% reaching the indigent and 8% going to other, low-income beneficiaries.  FONASA’s finances would improve significantly if affiliation to health social security by both dependent and independent workers was made compulsory.
