The project objective is to open up a space for participation by civil society in the analysis of the leading problems besetting the country and identification of govenment policies, whereby the national government os to establish priority areas of action. Policies will be identified that transcend government action, and civil society will be made a partner in their design.

The project would comprise three components: i)preparatory work and construction of agendas; ii)consultation, dialogue and consensus-building; and iii)communication, dissemination of resulsts and future strategy.

To ensure proper technical and administrative execution of the project, a Project Executing Unit (PEU) would be set up to support the Secretariat of the Office of the President in this work. The PEU would be in charge of relations with the Bank, including the channeling of requests for clearance for the hiring of services and procurement of goods called for under the project.
