The Subdepartment also contributes to the design and implementation of technical cooperation operations and investments financed by the Bank by carrying out analytical work on social development topics, a key element of a country's competitiveness. The subdepartment is made up of two divisions and three units:
- The State, Governance and Civil Society Division generates strategic knowledge and provides technical support in the design of operations for the modernization of the State, taxes and public spending reform, and strengthening of the rule of law and civil society.
- The Social Programs Division provides technical support for Bank operations. It addresses issues such as the delivery of social services, urban development, social inclusion and cohesion, violence prevention and public health.
- The Gender Equality in Development Unit carries out quality reviews of projects and provides technical advice to project teams. In addition, it promotes the active participation of women in Bank-funded programs.
- The Indigenous Peoples and Community Development Unit is responsible for ensuring the socio-cultural soundness of Bank operations in the areas of indigenous peoples, involuntary resettlement, and community consultation and participation.
- The Rural Development Unit provides technical assistance and support for the development of sustainable agriculture and rural poverty reduction programs, with a focus on territorial development and on promoting production, and the social and institutional aspects of rural development.
