Health Reforms and Interest Groups in Latin America

This paper contributes to a better understanding of: (i) the health reform models applied in Latin America, (ii) the use of the reform instruments and tools and (iii) the politcal economy issues associated with the reform process implementation. The main conclusion is that the conflict interests between different health sector actors and the governant skills to achieve good consensus among those actors have a major impact in the reform achievements than the aplication of the reform intruments ant tools.
