The Role of Information and Communication Technology in Building Trust in Governance: Towards Effectiveness and Results

The degree of trust that exists between citizens and their public sector representatives has a significant impact on how and what resources are mobilized to achieve development objectives. Under the appropriate conditions, information and communication technology (ICT) can contribute to enhancing trust and trustworthiness by expanding access to public information and, thereby, promoting openness, transparency and accountability in public administration.
This report focuses on the contribution of ICT to the emergence and implementation of governance systems that facilitate the participation of all stakeholders in the development process. It documents the work done by a team from the London School of Economics and Political Science (LSE) to formulate and field test in two countries a methodological framework for measuring, monitoring and evaluating the contribution of ICT to building trust in governance.
