Evaluación de proyectos de desarrollo institucional: Un análisis comparativo

In the past 15 years, the Bank has financed approximately 16 operations to provide institutional strengthening for environmental agencies. These "first generation" operations focused on strengthening national environment ministries to improve their environmental management capabilities. This included legal reforms and the development of environmental policy tools such as environmental impact assessments. In this context, and in order to obtain lessons from other experiences in the design, implementation and impact of these projects, this paper evaluates the institutional strengthening experience in Argentina, Colombia, El Salvador and Peru.

The study is based on a methodology for reviewing and evaluating environmental institutional strengthening programs (REFINA), which systematically reviews the issues and problems and yields recommendations on possible courses of action to improve countries' environmental management capacities and identify "best practices."
