This technical paper analyzes the importance of different institutional factors that explain the success of a rural roads project funded by the IDB in Peru. In order to understand the interplay and complementarities among the market, the State, and community governance, the paper looks at the quality and capacities of the Ministry of Transportation; the way in which the communities participated in choosing and providing services; reductions in travel time and resulting transaction costs; and the political context. The study summarizes empirical lessons from the Peruvian experience for future rural infrastructure projects where community involvement is critical for success. It also provides a checklist of issues to be addressed.
