Policy Studies on Greenhouse Gas Mitigation and Economic Development: Synergies and Challenges

This report builds on three sector-specific case studies commissioned by the IDB that examined opportunities for GHG mitigation in urban transport, landfill management, and forestry. In each case the case studies identify opportunities for combining GHG mitigation with other locally realized benefits ? improved air quality or public safety, reduced road congestion, increased employment, and protection of ecologically significant landscapes. The report combines these observations with analysis of the emerging international market for ?carbon credits? that can be used by developed countries to satisfy their international obligations in order to underscore the potential win-win possibilities that LAC countries could generate from pro-active attention to GHG mitigation.
This working paper is being published with the objective of contributing to the debate on a topic of importance to the region, and to elicit comments and suggestions from interested parties.
