The primary objective of this initiative is to establish formal, effective and meaningful processes of consultation between Andean/Amazon Basin country governments and indigenous peoples, prior to government calls for bids on oil and gas exploration/development blocks. A secondary objective which may follow from the primary objective is to provide financial mechanisms to address indigenous concerns over land and resource development, including environmental frameworks to address the potential impacts of oil and gas activities on indigenous lands and traditional territories.
This working paper is being published with the sole objective of contributing to the debate on a topic of importance to the region, and to elicit comments and suggestions from interested parties. This paper has not gone through the Department?s peer review process or undergone consideration by the SDS Management Team.
