The first article of this edition of the Microenterprise Development Review examines the relationship between microfinance institutions and private international investors. The article, written by Robert Pouliot of RCP & Partners, a Swiss-based fiduciary rating agency, identifies several structural obstacles that currently hinder a continuous flow of capital to microfinance institutions, including subsidized donor funding to commercially viable microfinance institutions, inadequate transactional infrastructure and a lack of standardized instruments that can be pooled and traded. The articles also suggest some actions to reduce these obstacles.
The second article, written by Tor Jansson, Microenterprise Specialist at the IDB, reviews the latest developments in the area of regulation and supervision of microfinance in Latin America. The article notes that a "wave" of microfinance regulations appears to be sweeping the region at the present. During the past 3 years more than half of countries have adopted various kinds of legal an regulatory initiatives to promote microfinance. As the article points out, however, may of these initiatives are less than perfect and may not produce the impact its sponsors have hoped for. In fact, a few of them may even be detrimental to the microfinance industry.
