A Note on Obtaining Welfare Bounds in Referendum Contingent Valuation Studies

This paper generalizes the Boman et al. (1999) formulas for computing nonparametric means from referendum data, allowing the user to calculate an upper bound, a lower bound, or any measure in between through the choice of a weighting factor. The corresponding formulas for the variance of the mean are derived, illustrated, and verified using Monte Carlo analysis. The results suggest that the formulas for the variance of the mean provided in Boman et al. (1999) are incorrect.
