This study analyzes the nature and scope of Latin American participation in regional and international educational testing programs, while also trying to identify its strengths and weaknesses. It also argues that more cooperation between countries will result in a higher technical quality and better utilization of educational tests based on individual countries. A set of proposals is included, among which are those related to training and technical assistance, to increase international cooperation. Commissioned by the IDB, this study was financed through the Spanish Trust Fund and presented at a meeting organized by the Brazilian Government and the Bank in March 2000 to follow up on actions proposed at the Santiago Summit.
