This strategy (GN-2069-1) was formally considered by the Board of Executive Directors and the Management of the IDB on January, 2000.
This strategy for Agricultural Development is the result of in depth technical work carried out by the Bank during the last two years. The document highlights the deep transformations in the agriculture sector, which constitutes the base for integrating the region in the world?s economy. On the other hand, the document points out the dramatic rural poverty situation that exists in many countries in the region. This report takes into consideration this duality by establishing a very close link with the Bank?s Rural Poverty Reduction Strategy, stressing that the growth of the agriculture sector is the basis for the development of the rural economy and, in many cases, for the whole economy. At the same time, it emphasizes that the development of the sector plays an important role in the reduction of rural and urban poverty and in the sustainable management of natural resources.
The Bank has gathered important lessons in the development of the agriculture thanks to the loans it has financed in the last 40 years. Based on this knowledge, the document shows the need for the conceptualization of the rural economy as a whole, proposing the following priority investment areas for the Bank: consolidation of sectorial public policies; modernization of public sector organizations and its services (technology, plant and animal health, food safety and basic statistics) development of land markets and rural financial markets; sustainable use of natural resources; and investment in human resources and rural infrastructure.
Finally, the action plan includes some key elements for strengthening Bank?s operations, from country level conce4ptualization of investment programs within the framework of sectorial strategies, to the need for strengthening internal technical capacity and strategic work alliances with specialized technical agencies. It is strongly believed that this work will contribute to the Bank?s leadership in promoting sustainable rural development in the countries of the region.
