Agenda 21, which presents the action plan for the United Nations Conference on Environment and Development held in 1992, establishes the criteria for the integrated management of municipal solid waste. This includes minimizing the production of waste, recycling, and the collection, treatment and final disposition of solid waste. Each country and, indeed, each city should establish a program that achieves these aims in keeping with local conditions and economic constraints. This report, published by the IDB and the Pan-American Health Organization, is a first attempt to measure advances in the region during the past five years.
