This strategy (GN-1974-5) was formally considered by the Board of Executive Directors and the management of the IDB on November 5, 1997.

Abstract

This paper presents the IDB's strategy for improving higher education in Latin America and the Caribbean. Following a general overview of the current situation, the report identifiesthe main functions of higher education in the region and analyzes significant policy trends in diverse national settings. It then presents the IDB's view on performance to date and desirable reforms, to conclude with a discussion of those aspects of reform that might attract direct IDB lending assistance. The paper notes that the Bank should finance programs that make economic sense, generate more benefits than the market or represent a social priority that would not be adequately addressed by market mechanisms. In addition, the document states that equity considerations merit special attention. In general, the Bank will favor projects that include solid and feasible reform components that will improve efficiency or increase benefits and/or equity.
