PROLEAD?s organizational structure and procedures are based
on its founding principles of:
- Transparency
- Dialogue and consultation
- Diversity
- Flexibility
- Timeliness and
- Non-partisanship.
PROLEAD's organizational structure is based on three interacting elements:
- First, PROLEAD?s execution unit includes a small staff at
the IDB headquarters.

Second, a Council, comprised
of accomplished women representing the private and public sector (including
government, nongovernmental organizations, and collaborating institutions),
provides strategic guidance and funding recommendations to PROLEAD?s
staff.

Finally, an informal advisory network -- comprised of IDB's
staff from Headquarters and the Country Offices, as well as members drawn
from development agencies, civic organizations, other NGOs, and additional
agencies in the region -- serves as local liaison and guidse the assessment process.
