PROLEAD is an innovative program consisting of grants, institutional strengthening, networking, and public outreach activities. The program works with non-governmental organizations, women's networks and coalitions, and public institutions such as women's bureaus and educational and research institutions, to enhance womene's leadership capacities and opportunities.
