Approval Process



Proposals may be submitted on a rolling basis. The Technical Advisor (s) will assess eligibility of proposals and support project teams in the fine-tuning of the proposal. Teams are encouraged to present a Concept Note early so that eligibility is granted before developing a TC Brief (see formats). The TRC Chair will convene meetings approximately every two months. Depending on the number of proposals to be reviewed, meetings could be carried out electronically or in person.

The TRC will consider and assess all eligible proposals submitted to the Fund based on the technical criteria defined in the Operational Guidelines and the Program Reference Framework. TRC members could recommend or not the allocation of Fund resources to proposals; the TRC may grant conditional recommendation subject to its suggested technical reformulations/changes.

Technical Advisors would inform project teams about TRC decisions within 5-8 business days of approval of final version of minutes. Project teams should be aware that the approval cycle (e.g., submission, TRC review, certification and approval) could take up to 2 months. Proposals up to US$150,000 are approved by SDS or INT Managers, RE1,RE2,RE3 Division Chiefs or Country Office Representatives. Proposals over US$150,000 are approved by the Board of Executive Directors according to standard IDB procedures.

Only eligible IDB staff located at Headquarters and in Country Offices could apply to Fund resources. The M&GPR TF encourages the preparation of proposals in coordination with organizations other than the IDB (e.g. governments, research organizations, NGOs, international organizations and other cooperation agencies, etc.)

The M&GPR TF prioritizes funding for activities in Latin America. Activities in Caribbean countries may be financed only if they are regional and include other Latin American countries. Proposals solely for work in Caribbean countries are not eligible. The M&GPR TF encourages -but does not require- local counterpart financing in cash or in kind and pooling of resources from other contributors .
