Linking Micro and Macro: How do economic reforms designed to promote macroeconomic equilibrium affect the state?s capacity to promote social equity? How can policies that link growth with equity be effectively promoted? In particular, what are the most effective strategies for promoting job-based growth? Are the reformed (or potentially reformed) social sectors more efficient? Do they improve the welfare of the poor? What are the links between economic and social reforms, increased human capital investment of the poor, lower inequality, and economic growth?

Social Inclusion and Social Equity: What is the role of norms and values in determining social inclusion and social equity? What are effective processes for overcoming gender and ethnic discrimination? How can reform efforts be supported through increased attention to questions of social inclusion?

Politics of Social Equity: How is it possible to galvanize political support for equity-enhancing policies such as land reform? Where are pockets of resistance and how can they be overcome or incorporated into the reform process? How can building a voice for the socially excluded (and prime beneficiaries of reform) change the balance in the political process for support of reform?
