Second phase of Forum
The second phase of the Social Equity Forum, 2003-2005, will constitute a series of seven consultative meetings among members of the Social Equity Forum to address policy issues on social equity and poverty reduction in the region. The activities proposed would center around plenary and working group sessions. Miguel de la Madrid (former President of Mexico), and Lourdes Flores Nano (President of the Alianza Elctoral Unidad Nacional de Perú) presided over the Fifth Meeting on February 27th, 2003, as the new President and Vice-President, respectively, for the Social Equity Forum.

Sixth Meeting of the Social Equity Forum
The sixth meeting, held in Washington, D.C. on August 2-3, 2004, aimed at examining the institutional challenges in the region under 4 dimensions: the alternative methods of efficient targeting; institutional means for the creation of efficient and integral social policies; the role of statistical information in social development; and the fiscal capacity to face the implementation of social rights stated in the constitutional reforms taking place in the region. The presentations and discussions enhanced the importance of understanding targeting as an instrument for improving social policy; the awareness of institutional strengths or weaknesses as influential factors in the success of social programs; and the importance of objective and timely statistics while implementing and evaluating social programs.

Fifth Meeting of the Social Equity Forum
The fifth meeting, held at the IDB headquarters on February 27th, 2003 launched the second phase of the SEF. Fernando Henrique Cardoso, former President of Brazil, offered the commencement speech, which you can find in the link below. The presentations and discussions centered on the need for sustainable institutions able to adapt to state reforms; the need for human capital building capable of facing unexpected socio-economic crisis (case of Argentina); the key role of institutions in enhancing social inclusion and social cohesion; and the need to go beyond safety nets when promoting equity. Finally, the Forum discussed the importance of political and intellectual leadership in the effort for poverty reduction and inequality reduction in the region.
