Promoting Human Development
One of the most urgent priorities in the fight against poverty is the need to reduce the widespread inequalities which exist in health, education, and training, and to improve the practical knowledge of the poor. Emphasis should be placed on projects that ensure access to health, education, and quality-care services with actions based on supply and demand, for example, with school scholarships and targeted human development programs (THDPs). Early childhood interventions are particularly important (How Early Childhood Interventions can Reduce Inequality: An Overview of Recent Findings. The foremost example of this type of project is PROGRESA in Mexico. The Bank has supported such programs in Honduras (PRAF), Nicaragua (Red de Protección Social), and in Colombia (Programa de Subsidios Familiares). SDS/POV has placed special emphasis on disseminating knowledge about these kinds of operations both inside and outside the Bank, and has produced a best practice paper on THDPs.
