Re-Engineering a Microenterprise Development Program

This document was prepared by the Microenterprise Unit to explain and justify the need for reform of one of the Bank's smallest but most visible programs. This program --previously called the Small Projects Program and now the Social Entrepreneurship Program-- was initiated by the Bank in 1978 to support the productive activities of the microenterprise sector in Latin America and the Caribbean. The new operating policy, described at the end of the document, defines the framework of the new program in areas such as terms and structure of financing, eligible activities and institutions, and project approval authority. The Bank's Board of Directors approved the new operating policy, as well as new administrative procedures for the Program, on December 2, 1998.
