From the correspondence with institutions in Trinidad and Tobago it might be concluded that the situation since the outcome of the National Baseline Study has not been changed dramatically for the better, and that policies have not become more SME oriented.
The Central Statistical Office keeps a central administration of registrated businesses.
A detailed research report on the characteristics and constraints of small businesses has been released in 1996 (EIM Small Business Research and Consulting, ISER and Warwick Research Institute). The report is based on a national baseline survey among 2104 businesses. The sample has been stratified to sector, size and region to allow more precise estimates to the overall population. A rough estimate of the total employment in the business population covered in the sample, i.e. enterprises with less than 27 workers, is about 5.7000 people. Some conclusions from the report are stated below:
The major problems encountered by entrepreneurs when operating their business are: decreasing sales, lack of finance, security problems/ crime and cut throat competition.
Several studies reveal that the business community identify lack of market information, finance, export licenses and too much paperwork as the main obstacles for exports.
Business dynamics are positively interrelated with the company size.
The National Baseline Study has showed that with an increasing "development stage", businesses are more likely to be classified as formal.

All of the below mentioned institutes do have their own small research departments, with databases that need to be updated, but are heavily dependent on the data provided by the Central Statistical Office. These organizations are primarily focused on convincing the government to adapt their industrial policy. Especially the first two mentioned organizations are not SME oriented.
