I. OBJECTIVES
The activities
and responsibilities of SDS/SDP/ICT in the Regional Programs context
are embraced within the following main objectives of the Division:
(a) the identification
and development of cooperation agreements and cofinancing arrangements
to leverage the available technical and financial resources to
support the efforts of the countries of the Region in the design
and implementation of information and communication technology
solutions for social and economic development;
(b) the promotion
of linkages between public, private and civil society national
and regional institutions in the Bank's member countries to support
research and pilot programs related to the utilization of information
and communication technologies for development; and
(c) preparation
of strategic analyses of information and communication technology
needs, priorities and opportunities in borrowing member countries
which will guide the Bank's future preparation of investment and
technical cooperation programs in the borrowing member countries
of the Region.
These activities
are targeted at contributing to the Bank's and the Division's
efforts in the implementation of Operational Policy "Information
Age Technologies and Development" (OP-711) and, in particular,
at optimizing the availability and utilization of financial and
technical resources in the identification and implementation of
information and communication technologies in the development
process of the Latin American and Caribbean Region.
II. STRATEGY
The Division's
inter-institutional and cofinancing strategy consists of seeking
avenues of cooperation with international organizations, civil
society institutions and private sector enterprises to leverage
the technical and financial resources available to promote the
use and implementation of information technologies in the Region.
SDS/SDP/ICT's regional programs seek to bring together these players
and leverage their joint contributions to the design and implementation
of information and communication technology applications and solutions
targeted at an efficient, equitable, sustainable and development
of the Region.
III. ACTIONS
The financial
activities of the Division that form part of the Regional Programs
have mainly concentrated in the design, implementation and execution
of technical cooperations in the information and communication
technology area with strong emphasis in the social sectors. As
part of such efforts, since its inception in January, 1999, the
Division has established important cooperation agreements with
international and civil society organizations which allow today
for the joint implementation and cofunding of information and
communication technology pilot projects, and the undertaking of
diffusion, dissemination and training activities in the borrowing
member countries of the Region.
