Twenty-first Century Leadership Perspectives
(Forum)

Excerpts from articles and speeches by public, private and civil society individuals describing innovative approaches using ICT for carrying out a democratic process of efficient, equitable and sustainable development

"The new era demands the integration of Chile in the Internet Revolution. Our prosperity and the welfare of future generations depends on what we do now."

"This new era demands that the weakest and most unprotected be incorporated. People and communities will be the source of change, avoiding tedhnicratic visions that have done so much damage in the past.

The goal of this era is to expand freedom as well as the capacity of people, families, and communities to take risks and innovate; without creating dependencies."

Ricardo Lagos Escobar
President of Chile
Presidential Message, May 21, 2000

Measuring the knowledge economy

The shortage of information on the information sector of the Latin American and Caribbean economy is most acute in the area of macroeconomic statistical information, including the impact of information and information and communication technology of growth, employment and trade as well as productivity and competitiveness. Efforts to overcome this statistical gap will be posted in this section to stimulate regional dialogue on measuring the "new", "information" and "knowledge" economy at the national and regional level.

"On Information Technology and Competitiveness in Latin America"
by Alberto Chong and Alejandro Micco,
Research Department, Inter-American Development Bank.
Prepared for the seminar on "Towards Competitiveness: The Institutional Path", Annual Meeting of the Board of Governors, Inter'American Development Bank,
Santiago, Chile, March 16, 2001.

Creative Communities Forum (Building local capacity in ICT for development)

The use of information and communication technology by local communities, be they neighborhoods in large urban centers or in rural areas, will significantly determine the degree to which development objectives are achieved and the digital divide overcome. The Information Technology for Development Division is promoting a dialogue regarding what role the Bank can play in assisting countries in strengthening local community efforts to participate and benefit from expansion of the knowledge economy.

As part of this effort the ICT for Development Division has received support from the Japan Fund to examine options for working with local communities. A copy of the preliminary report of this effort is available.
